Normally the wrist strap are using soft ground ie. 1 Mohm resistance. Is it only for personnel safely? Suppose, accidentally we unpacked a PCB without any ESD protection and static charge accumulated on it. Now if we placed it on a ESD mat with hard ground or handled with a wrist strap with hard ground will be any chance of flowing high current as the charge will dissipiate very quickly by the hard ground. If the ground is through a resistance then the charge will dissipiate but with limited current.

ESD control must be enacted continuously during the handling of ESD sensitive items. The resistor is not the issue. The question is if the PCB was damaged during the time it was handled by an ungrounded operator. The product should be tested to determine if any catastrophic failures occurred. Latent defects may have occurred also, but cannot be detected, by definition, by normal inspection methods.
